A colleague of mine once did a series of interviews with a prisoner who had been moved from state to federal status. For the turnover he was what you could call "overshackled" and there were dozens, if not a hundred or more, guards on the ground and lining rooftops. It's a safe bet many of them were drawing overtime.
All that to turn the guy over to three federal agents who took him away.
