I heard the same story from a friend of mine in France before 2004,
though in that
version they were holding off in case they needed a capture to ensure victory in
the election.

Just to be annoying, maybe the U.S. has tapped into his communications.
He is more valuable alive leaking information than dead while somebody
else reconstitutes their HQ.
