California Rep. Henry Waxman has won the chairmanship of the powerful House Energy and Commerce Committee, unseating Michigan Rep. John Dingell. The result highlights a potential shift in the Democratic caucus towards a more-aggressive approach to cutting the greenhouse- gas emissions, which has been favored by Rep. Waxman.
