I doubt very much that this is how Tony Blair came to know that he was under US surveilance.
On the other hand, I read an anecdote about Bush's first meeting with Putin; the CIA realized that Putin was going to be staying at a hotel in Vienna that they had previously bugged for an unrelated operation. The setup wasn't working anymore, likely because the batteries were dead: they proposed putting fresh batteries into the setup, it would be a nice catch. Bush turned down the request, instead preferring to 'look into his soul' for answers to outstanding questions.
We all know how well that turned out ...
