Yes but, as you would ordinarily be the first to point out, the polls yield quite different results based on alternative wordings of the question. This article speaks of a 'rescue' package. Secondly, it's far easier for the public to 'get behind' a policy that is a fait accompli. Particularly when not only the US media but most of the global media is relaying relentless propaganda insisting that it is a necessary step, and that there's no time to do better (the currency of urgency being crucial to all ransom note operations).
