Those FDR called "the financial element in the larger centers [who have] owned the Government ever since the days of Andrew Jackson" are saying timorously, "Oh, I'm so scared I won't get may money back, that I won't let you use it unless you make it it even more worth my while!"

The capital strike is not for wages, but for working conditions.
