There is a 65-year old book, _We Cannot Escape History_, by the reporter
John C. Whitaker, that gives a pretty full account of this. The Soviet
proposal, according to Whitaker, was based on the fact that
Czechoclovakia was in effect a bridge between western europe & the
Soviet Union. The refusal of this proposal was what justified the
Molotov-Ribbentrop pact (since Russia was already fighting a full-scale
war with Japan in the far east).
