In legal fiction? Of what nationality. If you share the view, that Lithuania was occupied for more than 50 years by foreign powers from 1940 to 1991 - by the Soviets from 1940 to 1941, by Germany from 1941 to 1944, and again by the Soviets from 1944 to 1991 - than there was no Soviet-German border before the German attack on the Soviet union. That's the official US and anti-communist lithuanian view. The soviet - and russian - point of view was/is a little different.
