Um, those developmental states are the reason we aren't in a Depression right now - their sovereign wealth and forex funds have been bailing out the rickety US credit system for some time now.
On any level, the rise of the semi-periphery is one of the greatest dramas of human liberation ever seen in human history. We're talking about 3 billion people creating the financial strength and institutional muscle to free themselves from neoliberal hegemony. That means newer and better socialisms are being invented around the world (this is very obvious in the media culture, my own focus of research).
