One of them is parliamentary system based on proportional representation and the appointment of the cheif executive officer of the state, the prime minister, by the parliament rather than the popular vote. So let the Bubbas vote for their president, but reduce the function of that office to mostly ceremonial ones, such as cutting ribbons, making appearances at charity events, or presiding over parades on the 4th of July or New Year.
One more thing - give the Bubbas what they were fighting for in the Civil War - voluntary confederacy instead of a federal state. They can finally leave a confederacy or form a new one (Jesusland) if they wish.
