On the off chance that wojtek doesn't think it a 'good idea', I'll risk a reply.
Seems too elementary - if the police are on your side, the police are not the enemy.
If there's anything that the police want that a ballot initiative could propel to realization perhaps the job might be easy. Maybe they want to be a coequal branch of gov't, not subject to politics.
