I don't know that it's a mania, but I think a basic education is a vital part of citizenship. I think Thomas Jefferson had a thing or two to say about it.
^^^^^ CB : Yea, another word for "state education" is "public education" , historically won for the working class in the US in the late 1800's. When the recently freed slaves got it, the whole working class got it.
