Sure. They all come from Siberia originally, and thus constitute a diaspora of (oppressed) Russian Siberian tribespeople with all the rights pertaining thereto. Seriously, I've wondered about the legal status of Eskimo who spend part of the time on one side of the Strait and part on the other, and maybe have family on both sides. Anthropologically, I've heard that the fusion of Russian Orthodox Christianity with indigenous religious beliefs has taken some interesting forms. I'd like to learn more about that.
