Like when the fed comes in and builds a dam so they can generate power or irrigate agricultural land or builds highways so that they can move heavy equipment to and from the 'jobs' that they create or move timber to their ports, or even perhaps turn parts of the country into industrial chemical wastelands for global trade. Or are you talking about some sort of redistribution of wealth downward (aid) ?
