My understanding is that SB 840 a pretty comprehensive single-payer bill, given the constraints of creating in one state a system that should be federal. It would be funded with a projected payroll tax of 8.1% employer side, 3.8% employee side (for whatever that distinction is worth), both kicking in after the first $7,000 of income.
