The post I wrote on this the other day probably won't hold water, but I think it's a suggestion worth explorig: the DP runs as a governing party, and can win only when that 'works.' The RP is allowed, then, to be merely a set of eletoral gimmicks. Each practice wins about half the time.
I don't push it strongly, but think about it a bit. It does explain a number of puzzles.
