I'm not an expert on 19th century history, but Britain was most definitely a hegemon from 1815-1914. The UK controlled the ocean lanes, its banks ran Latin America and owned maybe one-fifth of the US, its currency was the basis of the international economy, it colonized one-third of the Earth's surface, forced China to buy opium, controlled Canada, Australia, South Asia, etc. That's as hegemonic as they come.
