If Medvedev wanted to "honor the victims of Stalin's purges" he would have done something to honor the "victim" who was the target of the purges, whose name marked the most widespread accusation under which they were victimised.
His supposedly "nonStalinist " predecessors--Gorbachev, Yeltsin, Putin--refused throughout their turns in power to revoke the Moscow Trials verdict against Leon Trotsky or to undo the criminal decree depriving him of Soviet citizenship. Until that is done the mark of Stalin will continue to blemish the visage of every Russian government.
