I don't have any suggestions for the price you are looking for. It's  
sort of difficult to beat the ILEC's advantage despite open access  
laws. You should check AT&T, Speakeasy, Adelphia, EarthLink, etc. Or  
switch to EVDO/Edge/3G. Or hop onto your neighbour's unsecure WiFi ;-).
