Yes, the workers get the failed projects. If they are unable to revive them, it shows that workers aren't capable of running things; if they can revive them, the bosses return and reclaim them.
Kagarlitsky wrote about several such events in Russia, where workers siezed control of factories (after the collapse) and made them profitable again, after which, the owners came back and reclaimed them.
Clearly, the consciousness of the workers will play a part, as will their ability to get credit and the kind of deals they can get from their parts and raw material suppliers.
