I think this is probably the result of information being processed by bureaucrats who don't know what they are talking about, combined with mission creep and paranoia. They receive reports on various organizations by people who do know what they are talking about (intelligence gatherers and so forth), but the people who actually make policy do not have a clue what these organizations stand for or what they do. They just sound scary, so they lump them all in as possible terrorists.
