It depends on your definition of what a state is. 500 cooperatives or
worker owned/occupied factories that have a joint assembly and an armed
militia for self-defense is a state, just a different kind of state.
But I think Venezuela has shown that if working and poor people mobilize
themselves in the electoral realm and achieve a mere parliamentary victory,
this combined with the tool of constitutional reform can equate to a
revolution. And this power from above can foster power from below. There's
no need for the John Holloway approach.
