I agree with that, of course. It can't come from the top. But with no state, it will dissipate or be crushed.
Yes, yes, I can hear the anarchos say that the state will crush anything spontaneous out of its own aggrandizing interests. But that's why the movement from below is necessary. With a state, movements from below always face the risk of state repression or co-optation - but without a state, failure is certain.
