It didn't. Availability increased (I assume we are talking about post-1991 here). The USSR did not have all-night liquor stores (or all-night anything) or cheap alcohol. You could not just go out and buy booze. You had to stand in line for a couple of hours and spend a considerable amount of your monthly paycheck for your bottle.
