I think that the question should be what is the power that pharma wields? Because it sure seems more powerful than any of the other money players [industries]. Free Viagra?
I think that it's far more likely - Occams razor and all - that pharm is sharing research access with the government toward the development of biological weapons.
Some will say that constitutes conspiracy theory, but weapons research has always been SECRET.
