No. Pretty unfunny -- it would suggest that the date was 1899 or so with 1914 (this time with nuclear weaplons) was only 15 years away.
"Great Powers" may and do engage in "funny" (murderous) stuff, but this is simply silly.
And such "secrets" may be kept from the general populacve, but they would be widely known among circles of power.
