Possibly. That _majority_ doesn't exist except under extreme conditons -- such as riots, massive demonstrations, growing radicalization of a portion of the public, hysterical responses by extreme rightist groups inmany localities, etc etc etc.
No one in Washington now actually wants a decent medical bill to pass. And if a simple majority coudl pass it, there would be real political problems.
Just a possibility.
