Doug, unless I've missed something at the link, your subject line is a wildly unfair attribution. The closest Sachs comes to saying anything of the sort is:
"If soothe [sic] US does not participate in further negotiations, Obama will prove to have been even more damaging to the international system of environmental law than George Bush was."
Which is one hell of a big hypothetical.
