I can never be sure what Sachs (or anyone!) thinks, but it doesn't reflect anything he's said. In fact, it reflects something fundamentally different than what he claims to think here. One cannot remove a major hypothetical phrase from a statement, then plausibly argue that the difference equals the minuend.
