This all depends on the notions that 1) mental activity is really physical activity and 2) the medium in which that activity is carried out doesn't matter (so neuronal activity, chemical reactions, giant arrangements of pulleys and horse-drawn carts can all produce mental acitivity). This is a dogma that is especially important for people who believe in strong AI, but there's little reason to think it's true.
