All I mean to say is that the following argument isn't valid:

1. X reacts to the world using neural reactions.
2. Y reacts to the world using chemical reactions.
3. Z reacts to the world using on-off switches.
4. X has mental states.

(I know that animals also use chemical reactions, but you know what I mean.)
