"Workers' control" is a fantasy, but nationalizing them isn't. It would be the most sensible option. But they want to do everything to avoid that.

Hell, why not demand the impossible? Put it to the public: who do YOU want making executive decisions at the big banks? Back-scratching boards of directors? Nah, they're discredited. Your local yokel Congresscritters? Shareholders' caucuses? Why not YOU?
On second thought, they'll probably go for shareholders' caucuses.
