"Bush legs" were a form of economic aid? I thought they were a trade concession post-Soviet Russia had to make IN ORDER to qualify for international assistance. And I also thought, incidentally, that this was an overture that GHW Bush made to Tyson Foods, in order to electorally steal Arkansas from Clinton... which he didn't.
