Maybe I should have put it more simply:
Money can be in two places at once. Therefore, not earning enough at home logically cannot be the *reason* it goes someplace else. If it can earn enough at home, it will be invested at home. If it can earn enough someplace else, it will be invested someplace else. If it can earn enough in both places, it will be invested in both places simultaneously.
