I very much hope you misunderstood what he was saying. I have immense respect for Harvey and have learned a great deal from his books and articles, but this remark is inexpressably cretinish. Academics and government officials (at least some of them) _do_ begin to attach themselves to a mass movement (whether for reform or revolution) as it grows, but they are _never_ the forerunners of such movements. Ub the jargon, they are lagging indicators.
