Define "planned economy". As in everything, there's degrees. The government might decide that industries x,y, and z, are of national interest, and nationalize them, subsidize them, or set long-term goals ie "we're switching to green energy in 30 years time" with public funds to boost it.

That doesn't mean "the government owns all LCD screen manufacturers and sets production goals/quotas etc" or "the government is gonna own all pizza chains and supermarket in the country".
