Pietro Masina's "Vietnam's Development Strategies", published by Routledge
in 2006, has lots of useful information. Also, the news archives of
Vietnam's official English-language media has lots of useful information.

Developmental states are NOT the same as national governments. They are
complex ecologies of state, non-state and civil authorities, local
communities, cultural mobilizations, mass media markets, etc.
