"They" obviously refers to the dominant language.
You may not have heard that most people in the United States speak English (and only English), and that it is even the national language, but it's true. I swear.
There can find plenty of people in Beijing who speak German, and plenty of people in Bonn who speak Chinese, but guess what Beijing is not Bonn.
