Not at all. Lebanon trades mostly with the EU and has its own complicated internal situation. Prashad is a smart guy, but I can't endorse his analysis of India -- in fact, I'm becoming convinced that India's elite invented many of the basic tools of neoliberalism back in the 1970s.
As for Empire repair -- China's CIC owns 10% of Morgan Stanley, and the BRICs just added $70 billion or so to their reserves. The Empire isn't under repair, it's under New Management.
