Fuck no. And it is obnoxious to play around with justifications for torture. The near disappearance of torture in the early part of the 20th c. is one of the few bits of evidence of real rather than superficial Progress in the last tw centuries, and the reappearance of torure in the 20th c. is major evidence that no principle of Progress is operative in world history.
