Yes.
I think that plenty of NGOs together with the "Corporate Social Responsability" buzzwords are scapegoats for corporations whom:
a) Don't want to pay taxes b) Feel they can do a better,more efficient job at allocating resources (AIG, Enron?) than the "big, bad, evil government."
Corporations should pay taxes first, and then if they have any willingness to contribute to a NGO, they should do it, but why encourage tax deductions?
