We just don't know. We don't even know what "central" would mean in a socialist society with developed industry and not under seige -- probably something we wouldn't recognize as "central" _or_ local. I'm continually amazed by the supreme confidence with which some people think they can create perfect little models of the future and then expound on how well or badly those models will work in practice. Insane!
