It's more than that. Cloud computing gives developers access to databases,
so they can write their own backend programs that run a website. What's
more, it's pay as you go, and really cheap. Thus, a startup website doesn't
have to co-lo database servers or pay for the software (if it's not open
source.)
A lot of websites run on the Google or Amazon cloud.
