If the people who call themselves the government in this country cannot even change the behavior of high-class public welfare recipients, what can of change can one expect from them?

The rat fuckers own this country and they do as they dog-damn please, and nobody can do jack shit about it. The only time a meaningful change is possible is when the elite is either altogether eliminated or their backbone is irreversibly broken. History attest to that: Russia, China, Europe after WW2. No wiping out the ruling elite (I mean literally) - no change, it is simple like that.

The US has never really wiped out its elites, hence it still has a 19th century plutocracy. So if those who call for "suicide" of the Wall-street ratfuckers, they should lead by example and fire the first shot.
