I'm betting your Hasidic neighbors do not necessarily feel oppressed either by the rain on their heads or by the questions of the curious. The rain on their heads they probably regard as evidence of their exalted spirituality and adherence to their understanding of law. The questions of the curious they might find odder especially if their understanding of their obligation does not include testifying about their practices too all and sundry, but if you both happen to be on the same sidewalk in the same rainstorm, there is plenty of reasonable context.
