Me thinks that Doug is confusing cause and effect cincerning the relationship between popular upsurges and the existence of Democratic administrations. The existence of a Democratic administration is a symptom of the existence of a popular upsurge. It's not its cause. Indeed, the function of the Democratic Party within the US political system is to channel popular discontent into paths where it cannot cause serious damage to the status quo. Sometimes, when popular discontent is severe enough this may even lead to genuine reforms. Most of the time that doesn't happen, as was the case under CLinton, and apparently now also Obama.
