None of these mentioned behaviors will result in prison time in the US justice system, unless he's using "alcohol-related crime" to mean "all crimes committed under the influence of alcohol, up to and including murder," which I doubt. He probably means drunk and disorderly.
None of what the author is decribing is particularly non-Western or novel; it's the standard way small communities police themselves of minor infractions. The standard response of small communities to major infractions has historically usually been the murder of the infractor or exile (the premodern variety of prison). I doubt the Navajo have been an exception.
