It has been moving slowly, but the 20th C. saw the first inroads against impunity by criminal-leaders of "sovereign" nation-states, and I am optimistic, especially about the (IMO) overall positive trajectory indicated by the Pinochet-era prosecutions--even if they are still hardly "typical."

We shall see.

BTW, yes, of course I know the Pinochet-DINA bastards got off easy, vs. what true justice demanded:
