Maybe, but in the quote as given, Churchill is advocating mass great inconvenience, not mass murder: "gasses can be used which 
cause great inconvenience and would spread a lively terror and yet would leave no serious permanent effects on most of those affected."

I think the idea was to start with teargases then if that
didn't work, they would move on to more toxic agents.
