If the US really wanted to revalue the yuan-dollar exchange rate  
significantly it could probably persuade the Chinese quite easily.   
Just repeal the Cold War prohibitions about export of "strategic" and  
"military" technologies and all the restrictions on Chinese investment  
in the US economy.  Then add a balloon payment to Chinese-held T-Bills  
to compensate for their eventual impairment by dollar depreciation.   
The Chinese would be stupid not to jump at such an offer--which the  
US, of course, will never make.
